That photo is a regular Pony Package V6. The SCS (Southern California Special) and NCS (Northern California Special) are Pony Package cars with an additional $1K package including stripes, rear badging and chrome exhaust tips. They are also all automatics. Total production = 1,000.

We now know this to be incomplete info.  The SCS and the CE (mistakenly called NCS here) have the same colors and available options as our Stampedes. Also the package is nearly $2K and included more than the minor items listed here. Trac Loc, ABS, Auto or Standard, Leather or Cloth, Shaker 500 standard with Shaker 1000 option, GT wheels, GT front and rear swaybars, "GT suspension"... Of course it was the dealerships that ordered the cars so you pretty much got what you found. There usually weren't a whole bunch to choose from. At my dealership I saw #360 but only after I had bought #351.   
There were 400 CE Mustangs, 500 Stampedes and the SCS was not numbered.
